The consortium working on this project is a balanced selection of both active developers of e-learning methods and content as well as VET entities undertaking vocational education and training using novel methods and approaches. The range of consortium partners include Northern Europe, Central Europe and Southern Europe. However, although the consortium represents well various areas of expertise, it has been kept relatively small by size to ensure fluency in work and accurate level of participation of each partner.
The activities within the consortium have been allocated according to the previous work references as well as interest expressed by the various members of the consortium. However, it is important to highlight the complementary competences of the consortium members. The various partners will also be responsible for the actual organisation of the local activities (national/regional expert panels as well as thematic interviews).
All the project partners are experienced in European projects, and thus it is expected that the work of the consortium can start effectively. The consortium will be coordinated by Scienter (Italy) which has a strong experience in coordinating European learning projects.

HCI Productions Oy is a Finnish company specialized in learning applications, learning solutions and e-learning quality. HCI Productions Oy has been the key actor in the planning and implementation of the Finnish eLearning Quality and it is also preparing activities in a wide range of eLearning quality (including activities in the quality management of peer production as well as the quality of eLearning with different mobile devices). HCI Productions Oy has also prepared wider materials in the quality management of eLearning. The company has an extensive experience in working with the development of e-learning since the late 1990s with the wide variety of different clients. The company has also been internationally active various projects within Europe, the Russian Federation, Middle East and USA. |

SCIENTER, a centre for Research and Innovation for training was established in 1988 as a non-profit consortium organisation, which includes the University of Bologna among its shareholders. During its nineteen years of existence SCIENTER has become recognised as one of the leading European research centre in the field of Distance Learning carried out activities throughout European Community.
Scienter’s areas of expertise include research and evaluation in the field of Open Distance Learning (ODL) and eLearning; innovation in learning processes using Information and Communication Technologies (ICT); the training of trainers and teachers in the field of ODL and eLearning; the development of projects involving learning Regions and organisational learning; innovation in training methodologies, paying particular attention to the planning, monitoring / documentation and evaluation of programmes, projects and courses; analysis and evaluation of Education and Training policies; labour market and training/learning needs analysis.
Scienter is a member of the MENON Network, a European research and innovation network, eif-EL (European Institute for E-Learning) and of the European Quality foundation in eLearning (EFQUEL).

The European Foundation for Quality in eLearning (EFQUEL) is a initiative from three successful European eLearning projects (EQO, coordinated by the University of Duisburg-Essen-Germany, Seel, coordinated by Eifel and Seequel, coordinated by the MENON Network. They approach quality in e-learning from complementary perspectives and develop full-scale services for all educational fields, regional contexts and target groups. The Foundation will serve as sustainable and proactive network and will provide valuable services to the European eLearning community. The Foundation's initiators are EIFEL, European Schoolnet, FIM Newlearning, MENON Network, University of Duisburg-Essen-Germany and the University of Reading. EFQUEL is providing support, transparency, open participation and leadership for a broad range of topics. The purpose of the foundation is to involve actors in a European community of users and experts to share experiences on how eLearning can be used to strengthen individual, organisational, local and regional development, digital and learning literacy, and promote social cohesion. |

FIM-NewLearning is a department of the Friedrich-Alexander-Universität of Erlangen-Nürnberg, continuously working on media and network-based learning and qualification systems in the context of life long learning since 1976. Since 1986 it has extensively been involved in European Research and Development Projects in the field of innovative learning technologies. FIM is currently participating in more than 20 projects. Since 1993 FIM-NewLerning has been developing network based learning systems (content, technology, support, organisation, evaluation) for different target groups like handicapped, elderly, prisoners, women in family break, teachers, psychology students, speech therapists, SMEs, etc. From 1999 on FIM coordinated the set up of the Bavarian Virtual University (http://www.vhb.org/). FIM has a powerful learning technology development centre which develops learning portals, data bases optimising the learning process, open source learning environments and authoring systems, adapts communication and cooperation systems to learners' needs and more. At present, more than 30 people are employed at FIM working as an interdisciplinary team in a mix of cognitive and social scientists and technology and multimedia experts. |

IAVANTE, the Foundation for Technological Advancement and Professional Training, is an organisation dedicated to Knowledge Management in Health in the broadest sense of the term. IAVANTE was created by the Ministry of Health for the Andalusian Regional Government. Its objective is to facilitate and promote the development of professionals and organisations by acting on the different variables which allow the updating and enhancement of both people and institutions in order to place their activity at the highest possible level and thus become a national and international point of reference for quality and innovation. As a Foundation, IAVANTE’s objectives are directly related to professional training in the healthcare sector, and research and innovation in ICT-s applied to training and health care. In November 2004 IAVANTE inaugurated it’s Advanced Multi-functional Centre for Simulation & Technological Innovation (CMAT). CMAT is a leading edge innovative centre for development & training of health professionals. Situated in the Health Sciences Campus Technology Park of Granada, contains highly ICT specialised areas for teaching, R&D and validation of training methodologies in a building of over 2,000 m2.CMAT is a unique centre in EU for professional development & training. It is a point of reference in R&D & Innovation in new training methodologies in the health sector. It was recognised as a Best Practice in the High Level e-Health Conference 2006. |
