FRANCISCO VENTURA RAMOS

FRANCISCO VENTURA RAMOS

Francisco Ventura Ramos is the Chairman of the Board of INA. Within his career he has held several government posts. He was Secretary of State for Health at the XVII constitutional government, and has been Secretary of State for Health in the thirteenth and fourteenth constitutional governments. Between 1981 and 1997 Francisco was Hospital Administrator and Consultant on both national and international level.

He conducted several economic studies on drugs for various pharmaceutical companies and economic studies to organize government units to provide health care (ambulant hospitals and clinics). BA in Economics from the Higher Institute of Sciences Labour and Enterprise in 1978, Lisbon. A graduate of the National School Health Public in 1981.

CLAUDIO DONDI

Claudio DondiClaudio Dondi, born in Modena in 1958 and an industrial economist as a university background, is the President of SCIENTER – a non-profit research organisation based in Bologna and active Europe-wide in the field of innovation of education and training systems – since its establishment in 1988. In this position his main activities are the co-ordination of large national and European projects, as well as policy advice and evaluation at regional, national and international level. His other positions include: Member of the Board of the MENON EEIG (enabling eLearning) in Brussels, Member of the Editorial Board of the European Journal of ODL, President of EFQUEL – the European Foundation for Quality in eLearning

GRÁINNE CONOLE

Grainne ConoleBefore joining the University of Southampton, Grainne Conole was Director of the Institute for Learning and Research Technology at the University of Bristol, a centre of excellence on the development and use of information and communication technology in education.

Grainne Conole has research, development and project management experience across the educational and technical domains; funding sources have included HEFCE, ESRC, EU and commercial sponsors. Current projects include the JISC-funded learner experience project, PB-LXP with Mary Thorpe and the ESRC TLRP Technology-Enhanced Learning project, PI led by Eileen Scanlon and Mike Sharples. Institutionally Grainne Conole is working on an OU Learning Design Project. Past projects include the JISC LXP Learner Experience Proect, the HEFCE-funded E-Learning Research Centre, the JISC/NSF funded DialogPlus digital libraries project and the ESRC National Centre for Research Methods.

MARIA HELENA ANDRÉ

Maria Helena André

Ms. Maria Helena André has been appointed Minister for Labour and Social Protection of Portugal in 2009. Before, Maria-Helena André was elected Deputy General Secretary of the European Trade Union Confederation (ETUC) at its congress in Prague since May 2003. Between 1992 and 2003, Ms André was Confederal Secretary in ETUC, always in charge of dossiers related to Labour Market, Education and Vocational Training, Migration and Youth or Racism and Ethnical Minorities, among others. She had also formerly been President of ETUC Youth Steering Committee and was responsible for the International Affairs of UGT Portugal. Maria Helena Andre has studied Modern Languages and Literature and the University of Lisbon.

MARUJA GUTIERREZ-DIAZ

Maruja Gutierrez-Diaz

Maruja Gutierrez-Diaz has degrees in architecture and in urban planning from the School of Architecture, (Polytechnic University - Madrid, 1971). She was a Postgraduate Researcher at the Planning Research Unit, University of Edinburgh; specialist in computer-aided planning techniques. After some years as Consultant, she was appointed as Head of the Centre for Information and Documentation of the Madrid Regional Government, in charge of both technical and citizen oriented information systems.

She joins the European Commission in 1988, as specialist in new technologies. First, as Deputy Head of the Central Library, in charge of its modernisation and networking. Since 1995, as Head of the Publications Unit, member of the Europa server launching team and of the interinstitutional editorial board. In October 1999, she became Head of the new unit Multimedia - Culture, Education, Training, in charge of the eLearning initiative; she has been Head of Unit Lifelonglearning: Innovation and Creativity and today she is Advisor to the Director.

ROBERTO CARNEIRO

Roberto CarneiroRoberto Carneiro is a former Portuguese Minister of Education (1987-91). Recently, he was Chairman and CEO of a private television network and of a transnational Internet company. He is now Chairman of Grupo Forum, a leading multimedia and publishing house in Portugal, and of Eduweb, a eLearning provider in Portuguese speaking countries. Roberto Carneiro has extensive international experience with the World Bank, UNESCO, OECD, Council of Europe and other development agencies. Roberto Carneiro served as a member of the UNESCO International Commission on Education in the 21st Century. He is a professor at the Portuguese Catholic University, where he also chairs the Study Centre on Peoples and Cultures and is Dean of the Institute for Distance Learning.

SUSAN D'ANTONI

Susan D'AntoniSusan D'Antoni recently joined Athabasca University as Executive Director, International OER Initiative.  In this position she will sustain the impetus of the Open Educational Resources project she initiated at UNESCO with support from the Hewlett Foundation to build international awareness of OER and develop capacity.  The OER Community that was initially formed in 2005 now numbers more than 1,000 members from over 100 countries, and constitutes an important group that meets virtually to discuss key issues to advance the OER movement.  Its early deliberations have been captured in the publication, Open Educational Resources: Conversations in cyberspace http://publishing.unesco.org/details.aspx?Code_Livre=4671 .

Until late 2009, Susan was responsible for the UNESCO Education Sector project on Open Educational Resources.  This project built on a study she initiated on the virtual university and e-learning, while responsible for the Virtual Institute of the UNESCO International Institute for Educational Planning.  The study was released first as the online publication, The Virtual University: Models and methodshttp://www.unesco.org/iiep/virtualuniversity/ .

She began her career as Director of the Correspondence Education Project of the Canadian Association for Adult Education, and subsequently joined Ryerson University in Toronto as Coordinator of the Distance Education Program. She was subsequently seconded to Statistics Canada, where she worked as Chief of Projections and Analysis in the Education Division, and then joined the Association of Universities and Colleges of Canada as Director of the Research, Policy and Planning Division. 

 

ULF-DANIEL EHLERS (CONFERENCE MODERATOR)

Ulf EhlersDr. Ulf-Daniel Ehlers studied English, Social Sciences and Educational Sciences at the University of Bielefeld where he received his Ph.D. with honours on “Quality in E-Learning” in 2003.He is now coordinating European projects for the Department for Information Systems for Production and Operations Management at the University Duisburg-Essen. He served as lecturer in several German universities and took responsibility in German lighthouse projects in e-learning, amongst them „L³-Life Long Learning“.

Dr. Ehlers is an internationally recognised researcher and innovator in the area of e-learning. His main research interest cover quality management for and competence development with e-learning, and the role of education for sustainable development. He has extensive experience in helping individuals and organisations achieving superior learning performances and has run several projects and evaluations in the field of e-learning and knowledge management as well as e-business including new-technology-consulting for small and medium sized enterprises.

  • to actively participate in improving life in their societies, engage in cultural and learning activities, and actively shape a new vision of civil society, 
  • to be able to engage actively into a self-determined work relation with employers and are able to fulfill, innovate and create value in their jobs and organisations, 
  • to acquire skills for self-development which make them autonomous and competent to solve problems in an unforeseeable future,  and 
  • to be equipped with skills to engage into and shape intercultural global cooperation within their fields of interest and profession. 
  • to become competent lifelong learners and generators of their own meaningful knowledge needed to navigate in an /innovation-driven society.
In this world innovation is not an end in itself but is an element of a constant improvement process, and excellence is not in opposition to inclusion and benefits at all. Wealth creation is not opposed to inclusion and both are integral parts of prosperity. 
 
The journey to this world might take some time and parts of the path ahead are under construction and still unclear. We will need the best thinking and inputs, concepts and tools from all different perspectives to bring us there. The challenge is great but we have gathered renowned experts from different fields in this conference.
 
We are confident that we will quickly come up with a roadmap which shows clearly how to reach our desired destination. It is clear, we are under time pressure and have to move quickly to come up with a clear direction. The swamps of traditions are moving constantly and the shifting sands of indecisiveness endanger our mission through too long delays. 
 
Because of the urgency we will work in parallel and in different expert camps. Each expert will work from a different angle. Already before nightfall we will meet again to share our findings, because it is already clear that not one single camp can provide all the needed directions and tools for our route – the results of all experts have to be put together and worked out in a common approach. This we will do in the following day. We will reshuffle all expert camps into new guidance committees which will put the final touch to recommendations for policy, research and practice.
 
We are looking forward to welcoming you in the world of Innocludence!
