FRANCISCO VENTURA RAMOS Francisco Ventura Ramos is the Chairman of the Board of INA. Within his career he has held several government posts. He was Secretary of State for Health at the XVII constitutional government, and has been Secretary of State for Health in the thirteenth and fourteenth constitutional governments. Between 1981 and 1997 Francisco was Hospital Administrator and Consultant on both national and international level. He conducted several economic studies on drugs for various pharmaceutical companies and economic studies to organize government units to provide health care (ambulant hospitals and clinics). Maruja Gutierrez-Diaz has degrees in architecture and in urban planning from the School of Architecture, (Polytechnic University - Madrid, 1971). She was a Postgraduate Researcher at the Planning Research Unit, University of Edinburgh; specialist in computer-aided planning techniques. After some years as Consultant, she was appointed as Head of the Centre for Information and Documentation of the Madrid Regional Government, in charge of both technical and citizen oriented information systems. She joins the European Commission in 1988, as specialist in new technologies. First, as Deputy Head of the Central Library, in charge of its modernisation and networking. Since 1995, as Head of the Publications Unit, member of the Europa server launching team and of the interinstitutional editorial board. In October 1999, she became Head of the new unit Multimedia - Culture, Education, Training, in charge of the eLearning initiative; she has been Head of Unit Lifelonglearning: Innovation and Creativity and today she is Advisor to the Director. Recently, he was Chairman and CEO of a private television network and of a transnational Internet company. He is now Chairman of Grupo Forum, a leading multimedia and publishing house in Portugal, and of Eduweb, a eLearning provider in Portuguese speaking countries. Roberto Carneiro has extensive international experience with the World Bank, UNESCO, OECD, Council of Europe and other development agencies. Roberto Carneiro served as a member of the UNESCO International Commission on Education in the 21st Century. He is a professor at the Portuguese Catholic University, where he also chairs the Study Centre on Peoples and Cultures and is Dean of the Institute for Distance Learning.

In this position she will sustain the impetus of the Open Educational Resources project she initiated at UNESCO with support from the Hewlett Foundation to build international awareness of OER and develop capacity. The OER Community that was initially formed in 2005 now numbers more than 1,000 members from over 100 countries, and constitutes an important group that meets virtually to discuss key issues to advance the OER movement. Until late 2009, Susan was responsible for the UNESCO Education Sector project on Open Educational Resources. This project built on a study she initiated on the virtual university and e-learning, while responsible for the Virtual Institute of the UNESCO International Institute for Educational Planning. The study was released first as the online publication, The Virtual University: Models and methodshttp://www.unesco.org/iiep/virtualuniversity/ .
She began her career as Director of the Correspondence Education Project of the Canadian Association for Adult Education, and subsequently joined Ryerson University in Toronto as Coordinator of the Distance Education Program. She was subsequently seconded to Statistics Canada, where she worked as Chief of Projections and Analysis in the Education Division, and then joined the Association of Universities and Colleges of Canada as Director of the Research, Policy and Planning Division.
ULF-DANIEL EHLERS (CONFERENCE MODERATOR) Dr. Ulf-Daniel Ehlers studied English, Social Sciences and Educational Sciences at the University of Bielefeld where he received his Ph.D. with honours on “Quality in E-Learning” in 2003.He is now coordinating European projects for the Department for Information Systems for Production and Operations Management at the University Duisburg-Essen. He served as lecturer in several German universities and took responsibility in German lighthouse projects in e-learning, amongst them „L³-Life Long Learning“.
Dr. Ehlers is an internationally recognised researcher and innovator in the area of e-learning. His main research interest cover quality management for and competence development with e-learning, and the role of education for sustainable development. He has extensive experience in helping individuals and organisations achieving superior learning performances and has run several projects and evaluations in the field of e-learning and knowledge management as well as e-business including new-technology-consulting for small and medium sized enterprises.
